He was active in many industry and professional organizations. He participated in the development and organization of the North America Power Systems Interconnection Committee, the Southeastern Electric Reliability Council, the National Electric Reliability Council and the Electric Power Research Institute, and held various positions of responsibility in these organizations. He served as a representative of the United States in several international undertakings in the electric power field. He was a member of the Chattanooga Engineers Club, a life senior member of the Institute of Electrical and Electronic Engineers, and a former president of the Chattanooga Chapter of the National Society of Professional Engineers and the University of Tennessee Alumni Association. After his retirement in 1977, he was very active in advocacy for the elderly, serving in various official capacities including valleywide president of the TVA Retirees Association, president of the Chattanooga Chapter of the American Association of Retired Persons, and chairman of Its Tennessee Legislative Committee.
He served as a board member and president of Bicentennial Volunteers Inc., an organization of volunteers who are retirees of TVA. Williams was a parishioner of St. Timothy's Episcopal Church. Services were at St. Timothy's Episcopal Church on Signal Mountain April 10 with the Rev. George Choyce officiating. West Chapel of Chattanooga Funeral Home was in charge of arrangements.
