107 dogs removed from couple after prior cruelty case

The Obion couple at the center of the "puppy mill" controversy was cited in 2004 on animal cruelty charges after authorities found dozens of dogs kept in deplorable conditions near Newbern.

James William "Bud" Fair and his wife, Mary Joe Fair, were each charged with cruelty to animals on March 27, 2004 after Dyersburg-Dyer County Humane Society investigators found 107 dogs on the couple's property at 244 Hartsfield Rd.

According to the Dyer County General Sessions Court affidavit, society officers "found 107 dogs at the home.
