"I didn't even think about it," said Parks. "He does own that land."
Parks's son, farmer and building contractor John Parks, owns 53.59 acres on the north side of 77 immediately east of the Graystone Subdivision. Of that parcel, 7.2 acres is inside the Newbern city limits; the northern remainder lies in the county.
Bill Parks had owned the land from 2001 until December 2005, when he transferred title to John Parks.
The board voted in July to enact the state-mandated ethics legislation that requires conflicts of interest to be publicly noted.
Alderman Kathy Clements said the ethics code did not apply to the board.
"We don't have to do that," she said, listening to a reporter query Parks on his vote.
Parks said he didn't think of abstaining as an option.

I just want to know why law and ethics only pertains to the "average citizen"? It seems that the decision makers are too good to abide by the same rules as everyone else.
Yeah Didnt you know certain people in dyersburg are above the law.
Kathy, as we have all read in the paper of the controversy regarding Dyersburg Alderman Shannon Walker and the ethics legislation, how could you sit there and state "We don't have to do that"? Why would the ethics code apply 8 or 10 miles down the road and not apply to you and Newbern alderman? Are you now,above the law?
Seems like Ms. Clements and Mr. Alderman Walker are on the same board.
They sure do think alike.
Sorry, Kathy, but I believe the ethics legislation does include the city. Unless, of course, the city has moved to Missouri or somewhere.
So much for ethics on this board. Then what was the ethics laws for?
