Darnell Madison, 19, was nabbed at about 10:15 a.m. while he was sleeping in a house he had been frequenting in Decatur, Ill.
Decatur, a city of 81,000 people, is between St. Louis and Chicago.
Madison is due for an extradition hearing on Wednesday.
Newbern Police Department investigator Greg Barr said Madison will be returned to Tennessee to face a first-degree murder charge.
Madison, Colton Dequan Whitelow of Halls, 18; and Davonta Duffie of Halls, 15, are each charged with first-degree murder, attempted first-degree murder, aggravated assault and evading arrest.
The three are accused of firing upon a crowd of people Feb. 27 on Grayson Street in Newbern. The trio was engaged in an argument with Newbern residents when Whitelow, Duffie and Madison reportedly fired their guns. Tamara Brown, a Newbern woman who was 7 months pregnant, was shot and killed. Donald Wilkes, 42, 215 Jones St., was shot in the hip.
A special unit of the Macon County, Ill. sheriff's department and U.S. Marshals Service caught Madison.
The teenager was reported to have been moving between Decatur and Milwaukee, Wis. since the shooting.

First of all, it is more than a couple of hours training for the Police officers at NPD. Lt. Inv. Barr has been with NPD for 18 years, Inv. Foster has been a certified officer for over 20 years. There is over 100 years experience combined just in the 4 top ranked officers @ NPD.
Second, Ms. Brown and her unborn child did not deserve to die, regardless of where they lived. These three young men will face their day in court and then they will one day face God and answer for what they did.
Why wouldn't criminals want to go to Newbern? From my experience when I used to live there, I can totally understand the statement, "birds of a feather flock together". Criminals plus the "so-called" law enforcement officers equal birds of a feather in this instance. What I would like to know is....how can it be possible for someone off the street to take just a couple of hours training to then become a "respected" police officer? I think the public needs to get more involved with the hiring of the police officers, because some not all are just as bad as the criminals that they arrest!
Go clevergirljc !!
We should be applauding the Newbern Police for capturing this murderer. Some of the stuff that some of the bloggers have said is just shameful. It's a shame to be so judgemental and then slap being a Christian on top of it to justify what you're saying.
People have been so judgemental and dissecting the victim. She was a human being that was murdered and her unborn child murdered. People have made her residence in the "projects", and she didn't even live there. Did it matter where she lived? Did it matter that she was a black single parent? Did her age matter?
It is not where you live that makes you. Crime, drugs, you name it, comes from $200,000 homes as well as public housing. People talk about public housing, or should I say "projects" like it's just so ugly, deplorable and disgusting. I've seen some neighborhoods that are all of the above and they are not in the "projects."
Public housing has produced some good, educated people. God is not pleased with all the drugs, crime, etc., but he is also not pleased with people degrading other people and sterotyping people.
So, let's pray that justice will be done so that another innocent victim(s) won't be killed.
tomorrow's headline, "Charges Dropped Against Newbern Murder Suspect"
clevergirljc:
You say that if there are more fathers in the home and less single unwed mothers. Well, I am a single unwed mother. Not all of us are single by choice. When my children were brought into this world I was MARRIED to their father and we were more than capable of providing for them. Sometimes life takes an unexpected turn on people though. When I gave birth to my kids I had no idea my husband was going to DIE OF CANCER 7 years after my youngest was born. Was I suppose to see this coming and not have kids? Get real! Yes this girl was young and single. I was young when I started having my kids. I was only 19 when I had my first child. Sometimes life is not fair. And trust me - it does not matter if you are Christian or not. I know of a lot of single mothers who are Christians but live a life of hard times, welfare, and public housing.
For a Christian you are very judgmental.
Yes something needs to be done about the drugs and crime in our neighborhoods but stereotyping people is not the answer.
We have to be careful about what is being said. Not all unwed mothers, thugs and drug dealers come out of goverment housing. There are a lot of good single parents and families trying to make good. There are people like this everywhere but not everyone has the same advantages....
First of all, all government housing is not bad. The young lady killed did not live in the housing projects but down the street and happened to be killed in front of one of the apartments, just as in the other murders. None of the people murdered actually lived in the government housing.I grew up in public housing and I had a mother(a single mother with 6 six children) who raised us to be productive citizens with discipline and the help of neighbors and friends. The problem is public housing is a stepping stone, unfortunately some people choose to remain in that situation and there is no free rent, low income but not free. The parents are younger as well as the tenants and everyone is ready to pick up guns instead of resolving differences. There are people who live in public housing and glad of it because it does help the single mom or dad to get on their feet and try to make it. Not everyone is a leech off the system. You can't tear it down or remove it because crime is everywhere and it will just develop elsewhere, yes maybe even your neighborhood. Please don't beat up on public housing, it may not be the best but right now but it works.
It is a shame about the death of these two people, and all. This was senceless. What has this country come to? When did it become the norm for young black men to think that it is ok to take a gun and shoot it in to a crowd of people? What did it prove? That they have a gun and that they can kill someone? Well, they did that...What's next? Good job NPD getting that stupid young man. I hope he gets the death pent. Remember what the bible states: an eye for an eye....
I am in agreements with clevergirl. It seems that there is a problem with the drugs and crime in the neighborhoods that have majority of govt houses. It seems like there are more and more families, mothers having children and telling them that it is ok to have children and live off the govt. More of these people need to be told to get a job and get out!
Pamhead57:
I think you need to re-read your comment. I think what you ment to say was "To get your ducks in a row", not mine. If you look at the actions that have been shown by these people, find out where they live, you will understand why I typed what I typed.
dealingwithit:
I think you need to stop and look at what YOU, not U, have around you. Have you been down Upper Finley road in Dyersburg, Forrest street or even on Grayson street in Newbern? If you think that I seem to have it so well, you might want to get to know the real person that YOU are making assumptions about. Have you ever been a single/divorced mother with two children under the age of three and no way of supporting their every needs? Have you sacrificed what you have to make sure your children did not go without? Have you lived in government housing while going to college to get out of a bad situation? Have you gone to college and studied to become something more for your children to have a better life and to get them out of the government housing and the problems that you see in them? Probably not. You stated that I was Blessed with what I have, you know, you are right. God has blessed me well. He has given me the sence to know when and where to be, the ability to know whom to be friends with and whom not, the ability to know right from wrong and the ability to work for everything that I have. I was not blessed like you think. My parents were hard working laborers that could not get food stamps when we were children, due to the fact that they were small business owners. I was grateful to have the opportunity to have the ability to receive food stamps, live in government housing and to have the state help me pay for my child care while I went to college and graduated. So, I think that I have the right to say, yes I was blessed. Thank you for noticing!~
For the rest of you, Yes, a young life was taken along with one that was never able to live. But again, it goes to the fact that there is a major break down in the moral of todays society! There needs to be more fathers in the home and less single unwed mothers bringing more and more children into the world that they can not support! This causes hatered within the communities in which these people live and then the next thing you know, there are gangs, shootings, and killings and not to forget the drugs! So, in light of what I have said before and I have typed above, I hate the fact that this woman was so young when she began her family, but if there had been more importance on the moral fabric of society, we would not have to be reporting the death of a pregnant woman or the drive by shooting that happened last night. If you agree, then you are a morally correct christian. Read your ten commandments and you too will see that this country need to take back the streets and send these indigents (Blacks, Whites, Irish, Italians, Mexican, Jewish, Iranians, Scottish, Canadians, Englanders, Welsh, and anyother nation that I have seemed to forgot....) back to their home land if they can not go by the rules of the United States of America.
No clevergirl you will also have to answer, I believe your statements show judgement, are you ready to be judged. I think not better get your ducks in a roll also. Crime is everywhere look at the man who was just walking down the road. Think he lived in government housing maybe you should judge him too. With your condesending attitude I don't think I will see you in Heaven, unless you change your ways!
God be with her family through this time.Maybe now her family will get some peace.God bless them.
Excuse me any where there are run down rental house,s and any house there are thing,s that are Bad.
Please clevergirljc, thats whats wrong with this town now...too judgemental! People need help, true enough and some take advantage, but just because they live in "government housing" it brings crime. What is wrong with people today! U was just blessed with the things u have, but they can be taken away from u just as fast as u got them!! So what u gonna do if u need help? Crime is everywhere now not in certain parts of the towns!!! We need to come together instead of judging and thinking people aren't worthy because of the neighborhood they live, we are all Gods children and we need to respect one another! May God bless us all!!!!
What you said makes absolutely no sense clevergirljc. It does not matter how old she was when she had her first child, it does not matter to whom she was married or where she lived. The point is this woman and her unborn child were murdered, regardless of the details of her life.
GOOD JOB LAW ENFORCEMENT......
The point of the matter clevergirljc is who gave these people charged with this crime the right to play judge, jury, and executioner?
Please people! This is a matter of the degration of the society in which we live. This young lady, whom had her first child at a serverally young age, was once again pregnant with a second child, by a man whom was old enough to be her father! Do as she may have pleased, look at what it has caused. Another sinceless death amoung what was suppose to be a helping hand to those that are down on their luck, finacially. The government housing in which she resided, along with the other family memebers, was intened to help those who were in need of low income housing, or in some cases, free housing. While some of the people whom actually care about where they live and what they teach their children, others live off the system. There is a problem with societies need for the tax payers to foot the bills of people whom live in Government housing generation after generation. With each generation bringing more and more deplorable items in with them, ie drugs, gangs, crime...ect.
To be very brutially honest, tear down the housing and build apartments for those that really need them....The older generations! Get the drugs, gangs and crime out of the housing will help to combate situtations like what has happened! Two lives were taken all because someone had an issue with someone else. Please people, do what is right and do as God would have done, because YOU are going to have to answer to him when you are gone!
I am glad that they finally caught him.
Maybe the family of Mrs. Brown can get some closure. I hope they are doing better since the death of Miss, Brown.
There will never be enough justice for Ms. Brown's family; though knowing the persons responsible for her death will now face charges will hopefully give them comfort. Our prayers will be with Ms. Brown's family always. Regardless of the punishment they recieve on this earth, they will eventually have to answer to our Heavenly Father. Justice will be served.
