GoogleTracy Hinson, 38, of Newbern, had been charged with contributing to the unruly behavior of a minor. She was accused of having sexual relations with a high school student.
Hinson sat on the courtroom's front pew with supporters on either side of her and in every pew behind her before court began. Her supporters - both adults and students - hugged her, waved to her and offered well wishes.
As the court proceedings began, Hinson moved to the defendant's table, where she sat alone.
District Attorney General Phil Bivens stood and told Judge Danny Goodman that he wished to dismiss the charge against Hinson "in this court at this time."
Goodman agreed to dismiss the charge without prejudice, a legal term that means the charge could be resurrected.
Bivens, Hinson and Hinson's supporters immediately left the courtroom.
Bivens declined to say why he would ask for a dismissal of the charges.
Keying in the judge's reference to the possibility that charges could be filed again, Lake County Sheriff's Investigator Joe Vernon it is possible that the case could be presented to a grand jury. The next Lake County grand jury meets on July 7.
Vernon said he is still investigating allegations and declined to comment further.
Lake County High School Assistant Principal Paul Pillow resigned Tuesday in connection with a recent internal investigation in the school.
School Superintendent Joey Hassell said Pillow is the only school employee who has resigned. Hinson was suspended without pay last week.
Hassell issued a press release after the court hearing, stating that "the school system will continue to cooperate with the district attorney and the sheriff's department in the ongoing investigation. Ms. Hinson remains on suspension without pay pending the investigation regarding allegations that the board policy has been violated. While the investigation is ongoing, there will be no further comments. The primary focus of our school system is students and we will remain constant in this focus."

Hopefully the only charges dismissed concern the contributing...Other charges can be brought about including third degree rape. What about the mother allowing this go on....in her house with a neighbor, with his girlfriend in late 20's and with women as old as his mother....isn't THAT contributing to the delinquency and/or unruly behavior of a minor?
A neighbor of the boy standing outside of a downtown beauty shop watching the courthouse today might not need to be too quick to laugh at the matter, considering that we all know that there is more over the age females involved in this matter other than just the teacher!!!! And this is NOT over! Contributing shouldn't be worry!!

Do you ever think that maybe Tracy is innocent? Everyone is too quick to pass judgement without the proper facts. Compare the reputation of the two involved! Everybody wants to have an opinion just because of what one boys mother or a couple of gossipers think they know! The truth will come out and if she is guilty then the courts will handle the situation but if she didnt do it then her life is still changed forever because of this! I hope none of you ever need someone to believe in you when your in trouble especially when you know in your heart the truth! Its just too bad you have nothing better to do then to down others to make you feel better about your crummy lives!!!

I agree with cadysdad. Whatever happened to innocent until proven guilty? I don't know what she did or didn't do and am not condoning anything if she did something. But I personally know her and actually worked with her for a number of years at LCHS. I only know her as a dedicated professional and never saw her do or say anything unprofessional. She was and is the BEST teacher LCHS has and it is a shame to lose her. I am praying for everyone involved and hope for a positive outcome for LC. Everyone there is not bad. The negative publicity hurts. I also think the media has jumped to their guns and personally attacked her. After today's dismissal of charges, someone owes her an apology for all of the slander. If you knew her, you would know why she has so many supporters. She is an awesome person!! Until she is proven guilty, she is innocent in my book!!
Look I know that i may be bias, especially considering Tracy is my sister, but Im also a firm believer that everyone is innocent until it is proven without a shadow of a doubt otherwise! Nothing anyones says will change my opinion of her, she is a great mother and teacher, but i also say that if she did commit these crimes then the punishment should be just! I hope and pray that the accusations are false ut regardless she will always be my sister and i will always love her!
Emailed story to Nancy Grace too. Hopefully it will draw national attention and can get this situation sorted out. Who in their right mind would want to have sexual relations with a 16 or 17 year old kid. And I know some are saying innocent until proven guilty..Well yes but why is the woman even texting the child. Isn't there homework hotline for that. She needs to go to prision just like any other rapist. Does she have an in with the DA. Can anyone answer that. Just wondering.
Lake County has been given a bad name for the actions of a few teachers and staff.
The one thing I see in common is that we in Lake County have gotten away from our hometown roots. Tracy (although a childhood resident of Ridgely) does not live in Lake County, she lives in Newbern and has lived in Dyer county since the age of 13. (former) Vice Principal Paul is also a resident of Dyersburg.
A simple question is : Why do we in Lake County hire teachers and staff from other counties to teach our children? It is certainly not because of morals.
I see my small hometown receiving a lot of bad publicity, when the real question is What is going on with Dyer county people and Why do we allow them to bring shame on our county by allowing them to run our schools.
The important thing to do in a situation like this is to "learn from it".
Now is the time to "clean house" at the schools, If there are rumors about teachers ,they should be investigated not dismissed for fear of lawsuits and reprisals. I have heard rumors about this teacher and "others" for a while now.
This is why I firmly state that any teacher or staff of the Lake County School system should be a resident of Lake County. For a student to attent Lake County he/she must be a resident of Lake County, why should the same not apply to teachers and staff.
You all heard it. Our police have promised on television to all of us that this is only the beginning. Let's hold him to that.
A can of worms has been opened! If she is innocent, she is innocent, but they have proof of inappropiate text messages between teacher and student. This is wrong and she knew she was wrong. The allegiations have been talked about for years and proof has finally surfaced. There is a conflict of interest dealing with the DA's office, The Dyer County Office should not be able to prosecute this case. I am hopeful that a full investigation will be done by the FBI and the LC Sheriff's Department. There is more going on than we would want to think about but it is reality, let's face it!!!!!

This is NOT gossip. I know him, his momma, and the majority of his family members. What YOU don't know is that is has been coming for past month. The boy's MOMMA has been telling a significant number of people since she went to Tullahoma 3-4 weeks ago. What YOU don't know is that it might be a bad situation in a small town concerning gossip, but it can also be a situation where people, OFFICIALS AND RESIDENTS, put there information together and get to the TRUTH!!!!!

icare about lake county..... I missed the joking part and if that is the case i do apoligize to you. There is just way to much hatred going around and its sad to see. There are too many innocent children that will be hurt through this! My concern is that nobody truely realizes that. Lets stop the mudslinging and just pray for those kids that will one day be the adults running this country! I have posted this once but no one took it seriously and I think we all should. For YEARS we have allowed our children to sit in Santa Claus' lap and then took a picture of him holding the kids on his knee and bouncing them up and down. He only talks to little kids and only brings little kids presents. I think something is up. I think the whole Mrs. Claus is a big cover up because I have never seen her at any of the photo shoots in the mall or anywhere else. I'm telling you something is up and we better look into this.

I think the kids should know what is going on and should hear it from their parents instead of a text message that is made bigger and bigger each time it forwards. These kids are dumb.. They text and work the computer better than most every adult. And wow... this woman slept with someone. So what! I bet if we emptied the closets of everyone in LC there would be a whole lot of rumors making the text rounds. We as a society just like to watch and pass judgement on other people. Grow up and keep up with your own life. I'm sure your spouse is tapping a piece or at least thinking about it. I am not involved in the school but I could blow the whistle in over half the women and men in the county.
I completely agree with those who are pointing out that Tracy is innocent until proven guilty. This is America! We practice fair justice which states that the accused is presumed innocent until proven guilty beyond a shadow of a doubt. This case will be very difficult to prove beyond a shadow of a doubt. For those who keep bringing up Nancy Grace, this is small potatoes to her. I very seriously doubt that she would rush to Lake County to try to determine whether someone should believe a known drug user or a well respected educator. That's common sense.
As for the court proceedings today, things happened exactly as they should have. The state asked for the charge to be dismissed because they were in such a hurry to arrest Tracy, they filed the wrong charge against her. This is quickly turning into a three ring circus. Students are being drawn in because they want to fight for their teacher. A family is being destroyed by the allegations. And the skeletons of the accuser and his mother are being drawn further into the light which may lead to further arrests. No one will win here.
cadysdad- You continue to stand up for your sister. She needs you since it appears so many people would love to hang her on the courthouse lawn. Remember that you can pick on her if you want to because she's your sister, but it's your responsibility to make sure no one else picks on her! I know there was question about whether or not she would get to attend her daughter's graduation. Has she been given permission to attend? I think it would be cruel to prevent her from going especially considering she isn't even currently charged with anything.
My daughter graduated in 1995 from LCHS. I asked her if this was going on then. Not only with the teacher involved now but others. She said yes it was. I then asked her why nothing was ever said. She said it is real simple....you didnt know who to trust. That is sad. Asked her why she didnt tell us, her parents. Who could you have trusted she said. We would have to have proof, which we didnt have...just the boys bragging....Maybe this will answer some of your questions as to why nothing has been done before now.
I can't stand this anymore. Everyone needs to grow up. We need to look at our own lives before judging someone elses. I am not agreeing with what may or may not have went on, but it is stuip for everyone to say things. I am sure we all have skeletons in our own closets. "Miss" Tracy is one of the better teachers in LC, but this goes on everywhere. I just think that because it is LC people want to say bad things. We never get a break. Nothing good is ever said about LC. It is always bad. All of the innocents names need to be left out of this. It has nothing to do with any of them. Judgement day will come and it will not come form those here on Earth. Everyone is casting stones and if youe don't want those stones casted back at you then I would stop now.
tngranny- I don't know who you are, but I graduated with your daughter. Yes, there were rumors about Tracy back then too. I stress the rumors part. Of course teenage boys are going to brag that they have done something with the pretty young teacher! This is what teenage boys do to try to make themselves look more like a man. It is just a sad fact. Rumors are just that- rumors. Without proof, they are worthless.
I guess u all forget what happened years ago when it was the reverse, male teachers with female students. Those teachers and coaches lost their jobs, spent jail time and is now marked for life. It was consented sex back then what makes the diffence now because the teacher is a woman. The same justice should be sought regardless!!! Tracy will forever be tagged and so will her children as the past families have been. Fair for one, fair for all!!!

I have heard the different boys that were her "pick of the year" talk about what went on in her supply room even back when I was a freshman in 1996!!!! And to the person who made the comment about the subpeonas rolling out......aw man, you already know how people in this town are. Let just one of her former "students" think they are going to be dragged in this and they will name off everyone they ever heard of being involved with her. I do believe a few young men who graduated in 98-99 who I know are starting to dread how far all of this will go!!!!! LC4Life- you are rediculus in stating that anyone working at the school should have to be from lake county. These situations and cover ups are more likely to happen when the same people stay in power. Furthermore, I know that lake county is small and everyone wants to keep it that way, but new ideas, technology, teaching methods, etc. are ciritical to the growth of the school and to keep students competitive with others. Face the fact, most graduates will not come back to lake county, there are simply not enough jobs. The school must provide the skills needed to succeed anywhere. If you look at most school systems, teachers do not live in the same town they teach in.

OutofLC, it is sad when our elected officials send their children out of the county to attend school. I was born and raised here and I would never think of sending my children to another county to attend school. There were scandals back then and now.
I don't care were the teachers come from to teach here as long as the curriculum is not sex education. Folks this is were parenting comes into play.

Maybe HE could get something done. i also have contacted Nancy Grace. I was contacting her show throughout this whole thing. and i just gave up when the DA dismissed the case. Maybe General Cooper can launch an investigation and get this all straightened out.
If Tracy is cleared of these charges, she will have lost more than most people stop to consider. I don't know that she could never go back and teach at Lake County High School because of this. She has lost income. The mere speculation will make it difficult to find another job. The end of her daughter's senior year has been ruined. Her two older children have been made to attend this school under overwhelming emotional stress. I would assume that the two younger children will have to suffer the stress of changing schools next year regardless. Her extended family have had to deal with emotional stress and whispering behind their backs as well I'm sure. The investigation and charges have led to public ridicule and the regional media has had a field day with it. If Lake County officials are unable to prove their case, they should be prepared to write a rather large settlement check should Tracy and her family choose to take that action. At this point, even if she is completely exonerated of the allegations, her reputation and character have been forever marred by this.
That is the chance that she took. I guess she would not only sue the county but all individuals involved. Come on now, let's be real. She brought this on herself. Favoritism is a nasty word in school these days. All parties involved took that chance. Shame to them all!!!!!
I do feel sorry for the children of the families involved and the parents are supposed to protect their children not embarass them.
All involved knew better and they are to blame for this whole mess. If everyone had stayed in their place, student, teachers, etc.. this would have never happened. Our children are growing up to fast these days and this situation doesn't help matters.

For those of (us) that know whats fixing to transpire, there is NO-ONE missing sleep worried over her winning a law-suit / no one has even said anything about how many different counts against her this may be when the 15yr. total is added up/?/ AND to the ones in the upcoming weeks that have (not) yet been set down and ~told~ be concerned for your children there will be so many when this is over that will be affected by this. i hope the families handle this better than the ones that had theirs at the courthouse steps . our local churches should prepare for dealing with the marriages and children that are going to be needing somewhere secure to turn for guidence.maybe when this is all over i hope this will be a harsh lesson learned.

Look speculating and passing rumors about a civil action is ridiculous! If it was ever about money then Tracy would have never become a teacher in the first place because everyone knows theyre underpaid! Regardless of what anyone thinks she loved those students and loved to teach and despite a guilty or not guilty plea LC will lose a great teacher. I know someone will make a comment "YEAH SHE LOVED THEM TOO MUCH HEHEHEHE! " but you know what its time for the jokes and and the hypocrasy to stop. Can you handle the truth? and are you ready for it? The laws are there for a reason. It does not matter what kind of person this boy or his mother is in the eyes of our community. What matters is that he is not 18. That is why the laws have been written. With new technology, new laws have HAD to be created to protect minors from other means of sexual abuse. Emails and texting are very serious crimes between a minor and an adult when inappropriate material is present. Law enforcement take these crimes very seriously. I do not feel like these are the only crimes or allegations against this teacher by any means but it has surely opened a huge can of worms.
As far as I know, Lake County School Administrators hire Lake County teachers first. But many times there are not teachers available to fill the positions that we have available. So it is necessary to hire outside of our county. That just makes sense to me. Why is that so hard to understand? I am sure that other counties do something similar.
I am ashamed!!!!! This is horrible. She has done this for 15 years and I was hoping it would stop. I guess she'll move on to the next boy or man. I am sickened at how these types of people get away with things. She has been doing this for 15 years. People wake up. Don't defend the guilty. What do you guys expect for people to have sex right in front of you so that you can have proof. Are you people crazy? She did, she did, she did do it!!!!!! Accept the fact that she is guilty.
lcnotebook- It is obvious that you feel you have inside information on this. I do hope this is only you acting like you know things that you truly don't. I say that because if it is determined that you are truly close enough to the investigation to know that for a fact then you are tainting this. I feel this would be grounds for an investigation either into the authority that made you privy to that information or into you personally if you are officially associated the authorities.

I have been reading these posts for a week now and I am amazed at the number of people who are willing to convict someone based on information that at best is rumor and innuendo. Sending a text message to someone is not a crime. Even a teacher sending a text message to a student is not a crime. It may be a violation of a school board policy, but it is not a crime. At this point none of us have read the transcripts of the text messages between Ms. Tracy and the expelled student. We have NO IDEA what they say. All we have is a vague comment made by the investigator on the case. No one has seen any evidence that a sexual relationship even existed. How do you make the jump from sending text messages to having a sexual relationship? It appears to me that many people who have been posting have made a very quick rush to judgment based on very little, if any, fact. Luckily in this country, a person is innocent until proven guilty. Luckily in this country to be proved guilty facts must be presented in a court of law. So far none of that has happened, yet so many of you have made statements indicating Ms. Tracy's guilt. Thank God none of you wrote this country's Constitution.
It is obvious many of you love a good scandal. Of course, there is no scandal like a sex scandal! Rather than sitting at your computers typing out comments about Ms. Tracy's guilt, why don't you do a little research on burden of proof in our court system. Take the time to educate yourselves as to what can and can't be admitted as evidence in a criminal court case. Trust me, rumors are not allowed. What if the role were reversed? If you were the accused in this matter rather than Ms. Tracy, would you want to be convicted based on what has been presented so far? I don't think any of us would.
We live in a great country were all of our citizens have rights and freedoms. Each of you has the right to freedom of speech. I would remind you that freedom of speech does have its limitations….when a person goes too far, it is called slander and liable.
I suggest everyone leave it alone and let all of the evidence be presented prior to passing judgment. It is the American way of doing things.

None of the accusers that are making these post have any direct proof and are just speculating because they know someone who knows someone who said that they have had a sexual relation with her! NO REAL PROOF!!!!!!!! Thank god for the justice system or she'd be branded a witch and burned at the stake too!
they do have proof people....what about the 4000 text messages over a 120 day period..i dont text my husband that much in a year.....she is guilty..thats it and she deserves whatever she gets....it will be picked back up later in the grand jury when the investigation is over and she will be given a more suitable charge...like sexual battery by an authority figure.....there is proof
and another thing i dont know if anyone has thought about this but all you people who are giving her the benefit of the doubt..just think of what can happen if she gets by with it...i have 2 small children that will be starting school soon and what if it moves to little kids...if they get away with it some others may start getting brave...it needs to be stopped before it gets worse..
If this has been going on for 15 years now, why hasn't anybody complained to the school board before now? I guess if it didn't involve your child then you turned a blind eye. It doesn't matter if it's your child or not. You have a responsibility to protect all children from people like her!!
The DA's office needs to get in contact with all male graduates and teachers from LCHS in the past 15 years and drag them to court to testify. Maybe then we will know what's been going on.
I don't think this case will be dropped because there's too much at stake.
I do feel sorry for her family and especially her children. They will have to deal with the gossip for a long time to come.

They can't force people to testify to anything if they choose not to testify. Seriously consider what you're saying. You can't force a young man who likely has a job and family now to get on a witness stand and say that something is true that there has only been rumors about in the past. You can't force him to say rumors are true even if they are. He can say the things aren't true and walk away from this. I'm not at all saying the rumors are true, but only taking issue with the notion that these boys who are now grown men could be forced to testify to anything. There seems to be this thought process with some of you that you think you can force these men to admit rumors are true when they may only be rumors.

I have to agree with you 110%!!! You speek with great knowledge of the town, excuse me, county! You are so true about how corrupt the county is. Granted, the majority of the county officals look prim and proper on Sunday mornings when they are sitting there in the pews while "Worshiping" the Holy One, but ask some of them where they were the night before....Where they at the Riverfront, or where they down at the VFW? Again, how many of those "Officals" have extra marital affairs?

Just one qustion about innocent until proven guilty. Why would a 38 year old woman be texting ANYTHING to a 16 year old student. Makes you wonder. I'm a 30 year old man and makes me sick to even think about trying to text a 16 year old girl. She has no room to be teaching anything to anyone. I don't care how good of a teacher she was. It's just sick to me that she would be doing anything with a child that young.
There are still people out there that want to teach. I'll be graduating next fall with my B.S. I'm sure it will be stressful, but it will be rewarding too! I can't wait. It is a perfect job for a woman with children. As far as the money goes, starting out may not be great, but you have to think that a teacher is getting off in the summer with the kids, holiday breaks and the more experience he or she has, the more the pay. Besides, I don't think that most teachers do it for the pay. Generally, its a convient job to h ave when you have children of your own and God know those schedules are hectic!

Have you seen the evidence? Have you read the content of the text messages? Have you seen any of the evidence the sheriff's office has in their possession? I don't think so! None of us have. How can you pass judgment without seeing any of the evidence? Please people, don't be so narrow minded! Don't let one of this country's fundamental principles fall to the wayside because you have fallen into the trap of believing gossip. Until all of the evidence is seen and heard no one should pass judgment. In America, people are innocent until PROVEN guilty. Everyone needs to wait for the proof.

Regardless of what the text messages said, her conduct was inappropriate. What teacher or adult would have the need to text a MINOR approxiamately 4,000 text messages. I don't believe that teachers should have any contact with students outside the classroom. It is very inappropriate behavior for any adult. What could she be talking to him about on all those text? Homework?? Why not pick up the phone and handle the matter with his parents or have a meeting at school. She is a grown woman and should know better. I don't care what she was texting him about. She shouldn't be allowed to teach. I remind you once again. Nothing was done about James Welles and it was another 20 years before he was convicted and sent to prison. Also, the two coaches from LCHS had to serve time and lose their ability to teach. Inappropriate contact is just that!
I have only lived in Lake County 7 yrs. I have never had any reason to doubt any of my children's teachers or authority figures. However, after the shock of someone so close to my children being accused of such behavior, I am now at the point, I DON"T KNOW WHAT TO BELIEVE. It is very upsetting to think that an authority figure, such as a teaher could or would do this. I know it happens everywhere. BUT, this is OUR school. I hope that this turns out to be not true, for the teacher's reputation and her family's sake, and it will give us as parents, some of the faith and trust we had in our school system, back again.
IT DON'T MATTER WHAT ADULT ANOTHER MAY BE MESSING AROUND WITH, IT DON'T MATTER EVEN IF THEY MESS AROUND WITH SEVERAL. ADULTS CAN DEAL WITH ADULT BUSINESS/PROBLEMS. THE MOST IMPORTANT FACT IS ADULTS DON'T MESS AOUND WITH CHILDREN. EVERYONE STOP A MINUTE AND THINK......... WHAT WOULD YOU DO IF IT WERE TO HAPPEN TO YOUR CHILD? HOW WOULD IT AFFECT YOUR CHILD, YOUR FAMILY?........I KNOW I WOULD BE DEVESTATED.
I have no idea if these accusations are true or false. I hope and pray they are false. I have one child that graduated last yr, one graduating this yr. Then one next yr, and I don't have to worry if its going to come home. I know my children. I have faith we as parents have instilled good judgement, values, and above all respect for themselves. But there are children out there who are a little on the nieve side or don't respect themselves. Which makes them a perfect target. IF this IS happening in our school, IT NEEDS TO BE STOPPED NOW! Yes, my children will be out of there BUT, there are many more to come up to high school.

Tracy im happy for you and hope all thats said is not true. I would hate to know that you couldnt be apart of your kids life.I have known you since high school, and spent alot of time with you during basketball season when you were cheerleading for us, and then we worked together at wal-mart for a little while.I remember when i was picking with you when we worked at wal-mart, and you went and told the manger on me for messing with you, and after we got older and i saw you and your kids at wal-mart, you apologize for telling on me. That ment alot to me that you could do so after all those years .I picked with you for teaching at Lake County, i told you that you are a Dyersburg Trojan,how could you be a Falcon and not a Trojan. People are going to judge you, but they dont know the Tracy i know, and if you did do it, i still wouldnt turn my back on you or treat you any different, cause like i said i know you ,and i know that you are a good person and people make mistakes. Its learning from those mistakes. If you did do it then i feel that you have learned, and like i said i hate it for you, but i will always be here for you. I hope to see you soon, and dont let this stop you from going places or doing things keep your head up and keep your piece of mind !

I am shocked to see the students and their parents in court supporting Tracy! Are they making a statement that it's ok for a teacher to have a sexual relationship with a minor student? What if this was a male teacher and one of their cheerleaders or dance students involved instead of a female teacher/male student? I bet the tables would be turned!!

Lake County high once had another highly respected teacher. He is now in prison. He slid by on sex charges for years, first in lake county then New York but thank the Lord that he was caught at LSU and sentenced to prison where he belongs. This type of thing has gone on for years and swept under the rug. Anyone over the age of 18 involved with this young man should be prosecuted not just the teacher. Yes, she should be held to the highest standards but others of the age of majority should not be excluded from their punishment. Parents, monitor your children's cell phone communications. It is not a violation of their privacy. If i pay for the phone and they are under age it's my right and duty as a parent to monitor them.
Just let Tracy teach sex education.

Grand Jury met yesterday, what happened?
As you obviously know by now, this case was not presented to the grand jury. I have it on very good authority that this case will never be presented to the grand jury. As much as some of you would love to see it, Tracy will not spend one day in jail.
