House candidate arrested by police

A candidate for the 77th House seat was arrested on felony charges Friday after leading Dyersburg police on a chase.

Rosaire "Ross" Dubrule, 60, a Tiptonville physician, was lodged in the Dyer County Jail on charges of reckless driving, evading arrest, resisting arrest, driving under the influence and violation of the implied consent law.

According to the report, Police Chief Terry Ledbetter was traveling northbound on a county road north of the city when a white Camaro driven by Dubrule passed him at a high rate of speed. Ledbetter followed the Camaro and saw the driver pass another car on a hill. When the way was clear, Ledbetter turned on his lights, passed the car and stopped at the bottom of a hill to block the Dubrule's path.

Dubrule stopped, but as Ledbetter approached, the driver put the car in reverse and drove south toward Dyersburg.

Ledbetter followed Dubrule on Hamer Road to Hurricane Hill. When he saw the Camaro had passed Salem Road without stopping, Ledbetter alerted police to halt Dubrule at the intersection of Hurricane Hill and Community Park Road.

Dubrule avoided police and drove the Camaro into the rear of the Tennessee Highway Patrol substation parking lot, where he stopped.

Ledbetter, who by then was joined by other police officers, attempted to get Dubrule from the driver's seat, but Dubrule resisted until he was handcuffed.

Durbule is currently facing federal charges of prescription fraud.

Dubrule violated his $20,000 bond with the arrest. One of Dubrule's conditions of release set by a Memphis magistrate after the August 2007 arrest was not to commit any offense in violation of local, state of federal law while on release.

On Thursday, police were called to the FedEx delivery center on Brewer Road after Dubrule entered the restricted areas while reportedly looking for a package of pharmaceutical supplies. Dubrule was gone when police arrived after he was told several times to leave the premises.

Dubrule is a Democratic candidate for the 77th House seat being vacated by Rep. Philip Pinion of Union City.

Get out of here, the guy was drunker than Cooter Brown. It's ok to drive drunk if your being indicted on other charges cause if you get pulled over it's because your getting picked on....Right? Better he be stopped by an off duty in an unmarked car versus killing someone while he's tooling hopped up on hooch. Guess you would prefer he just be let go to do as he pleases, since he obviously thinks he can anyway.

Now you talk about the police being "crooked" would you have said that if this drunk hit one of your family members and killed them? They got a drunk driver off the streets, I don't care who it was and what office he is running for. It's so easy to bash the law enforcement, but until you walk a mile in their shoes maybe you shouldn't be so fast to say what is right or wrong!

There are some people who should not be let out on the streets-EVER! He is one of them. I think all of this with him has been going on way too long. He is insane. They should throw away the key on this one! He does think he is above the law. He is a disgrace to the medical profession. It is as simple as this-he is a drug dealer and needs to be taken off of our streets. He should never be allowed to be a doctor to anyone. He is a danger to our community. Let us all pray this is the "once and for all" that he deserves!

I think that Chief Ledbetter and other Dyersburg officers sometimes have to serve warrants issued in Dyersburg to residents of the county. Hence, it is necessary for them to be on county roads. I am glad that in the process of doing his job for the City of Dyersburg, Chief Ledbetter made the decision to make my home a safer place. I applaud any law enforcement officer or official who goes above and beyond in protecting the citizens of Dyersburg and Dyer County.

How is Dubrule, whose medical license has been suspended, ordering pharmaceutical supplies?.....Is that what he is doing all afternoon sitting at the Tiptonville Public Library on the computer.....ordering his drugs?.......or is he just there to scare off the public.............

I'm sure that Chief Ledbetter was enroute to his home. He lives in the county, off Meacham Rd. I read no where in the article that he was "serving warrants".

I suppose I need to qualify my comment. As was correctly noted, the article did not say that the Chief was serving warrants. I was merely pointing out that there are circumstances under which a Dyersburg law enforcement official would be "on duty" and be on a county road. Perhaps, Chief Ledbetter was enroute to his home. The important point is that he responded to a situation and took an irresponsible and dangerous driver off the road.

I do feel that I should respond to the comments concerning Constables/City Officers with the following. The Tennessee Code Annotated in Section 6-54-302 states that: "Any duly and regularly appointed police officer of a municipality within the state having a duly constituted city or municipal court shall have authority to serve warrants for the arrest of persons for municipal offenses committed within the municipal limits, at any point within the county wherein the municipality is located." Constables may provide civil process and warrant service for local or out-of-state entities at their discretion for a fee. They are not required to do so as part of their responsibilities as a Constable.

Again I will say it is as simple as this- Dubrule is a drug dealer and should be taken off of the streets by whatever means necessary. He should NEVER be allowed to be a doctor to anyone, anywhere. Lake County people do not want him here and I am sure that Dyer County people feel the same way. He is a danger to everyone. Amen and throw away the key!

Cooter Brown supposedly lived on the line which divided the North and South during the American Civil War, making him eligible for military draft by either side. He had family on both sides of the line, so he did not want to fight in the war. He decided to get drunk and stay drunk for the duration of the war so that he would be seen as useless for military purposes and would not be drafted. Inebriety has been measured against Cooter Brown's extended binge ever since by use of the metaphors "as drunk as Cooter Brown" or "drunker than Cooter Brown."

debrule is a quack. this dude made a living dealing drugs. if you dont believe that, ask the families of the people whose lives he ruined. or you could of course ask the DEA. i mean what kind of dr. keeps preprinted prescirition pads, a gun in his pocket, no running water in his office and only accepts cash? sounds like a crack house to me. the courts ought to bury this dude under a prison somewhere.

one more thing. debrule is NOT a physician in tiptonville. his licence was suspended and while he is allowed to practice medicine, he can't write prescriptions for any narcotics. so he hasn't re-opened his crack house... um, office. so he is not anything to tiptonville, but a black mark on its past and a residual scar on its face, cause he won't go back to where ever it is that he came from.

who are you to judge before knowing all the facts. I know first hand that dubrule was not drunk at all. if you believe everything chris rimel writes you have a sorry life. people are innocent until proven guilty except by chris rimel and the ignorant people who believe what he writes. The truth will come out and will he print that too?

LOL wow .. ok .. first response is to juggalojay or whatever .. So the cops "arent crooked" ? Is that what you are saying ? Because I watch a cop drive a woman home from the bar , errr should I say follow her in her own car , because she is too intoxicated to drive by herself ... Also .. if they werent crooked , and didnt think they were above the law themselves , then why is it they pick and choose what crimes to persue ? There was a hammer thrown in my sons bedroom through the window , glass was everywhere , luckily my son was not here that night , we saw the truck , and they pulled the people over that were in the truck , but did they do anything ? nope .. why ? because THEY did not see it . And the reason he is out in the public , and most likely will be there , is because the state likes to plea down to lesser charges , just as long as they get a guilty verdict .. Just my two cents ( opinion ) . Whether anyone agrees or not , is on them .
