TDEC investigator Roger Orgain expressed his appreciation for Holt's cooperation during the probe and noted the discharge was not intentional, "the situation was not handled well."
According to the violation notice, "there was equipment on hand to prevent the overflow and pumping of the wet well from accumulating and discharging from the parking area [however] it was not utilized."
A wet well is a containment vault that holds sewage to be transferred later.
"In addition the wet-well high-water alarm was not tested periodically (sic) to insure it was functional."
Orgain listed four actions "that must be taken to prevent this violation from occurring."
* Training for all shift personnel on how to use the auxiliary pump and hose to pump overflow into the city sewer
* The installation of a bypass line from the pump station wet well to the city sewer should be seriously considered.
* The installation of an additional wet well with a larger grinder pump is recommended; and
* Screening before the wastewater enters the wet well should prevent a lot of your problem and must be considered.
Holt said inmates in the jail had flushed clothing and other items through the toilets to cause the overflow.
The citation noted "Confirmation of the completion or status of these items must be made to the office" by Aug 1.


Yeah lets make all the drug dealers and the ones that steal everything they can get there hands on mow yards as punishment. I bet community service will teach them!
Thats crazy. They are in jail and that is where they need to be. I believe they dont get ENOUGH time!
we should have less inmates in the jail. the city judge and the general sessions judge should require much more community workshops for law-breakers. things such as mowing city/county properties, and other areas such as picking up the trash along side the highways, and streets. this would be much more beneficial to the average tax payers. this 10 to 30 days in jail just cost us much more than it's worth! when life gives you lemons, make lemonade!

As a former employee of the Sheriff's Department I can tell you that this type of incident happened more than once or twice a year. The whole design of the sewage system is to blame. The facility manager and Jail Lt. were aware of the problems. The jail had special equipment designed to help fix the overflow when it happened because it happened so often. The inmates usually caused the problem by flushing items down the toliet. The water would back up into the streets and inside the jail. The jail staff always did a good job of cleaning up the mess and protecting the inmates. Sheriff Holt may not have always been aware of the problems but LT. Parrish was. If the facility manager would spend more time on maintaince instead of his other activites maybe this could have been prevented. Lt. Parrish is very good at his security and emergency plans so if the officers didn't respond in the manner they should have when the grinder pump alarm sounded you can bet he put some paper work on them! Dyer County Jail is known as one of the hardest jail in WEST Tennessee. Jail time = Hard Time. The people that complain about jail are usually the ones that are in and out. Don't break the law and you won't have to worry about jail.
The paper stated this happen,s may be twice a year. TDEC or red no matter this should have been taken care of after the frist time. I see excuses to pass the buck on to some one else. Make the enmates clean it up fix up and for to receive extra time if they don,t tell who is doing this harmful deed. STOP CRIMINALS FROM RUNNING THIS TOWN.
they really should have been prepared for this sorta thing, however i don't think its fair to single the sheriff out to take all the blame
the outlaws that did this should be given a pot to sit on, and then only once a day, then they would appreciate there common day use of a toilet!My 6 year old granddaughter has more since then to do something that stupid and underhanded!!
TDEC is just another government watch dog that needs watching itself. They cost all citizens way more than they return in benefits. Their budget should be slashed and our taxes lowered.
