According to the Dyersburg police report, officers were alerted to the All In One store, 810 U.S. Highway 51 Bypass, at 1 a.m. to an "older white male that had entered the store wearing sandals and only a bath robe and the bath robe was reportedly open."
Officers arrived to find Thomas Reasons Jr., 1814 Johnson St., near the cash register, and asked him to step outside. Reasons told officers during questioning about the complaint he denied having his robe open.
Reasons told officers he was wearing nothing beneath the robe.
"The clerk advised his robe was wide open ... when he walked in," the report said. "The clerk then advised he went to the beer cooler and walked back to the register but had the robe closed at that time."
The clerk did not sign a criminal summons against Reasons, but police issued a no-trespass notice. Reasons was advised he would be arrested if he came back on the property.
Reasons, 64, has been a county commissioner representing the Milltown area of Dyersburg since 2002.
Commenting on the matter after the commission meeting on Monday, Reasons called his behavior "irresponsible."
"There are no dress codes at convenience stores in Milltown," he said. "I've been going to them in my bathrobe for the 10 years I've lived there."
Reasons said he drove to the All In One store at the hour "because I couldn't sleep. I went there to get a 12-pack of Natural Light. That helps me get to sleep. My mistake was not going to Minit Mart or one of the other Milltown stores before they closed at 11:30."
The incident is the second time in a year Reasons had been involved with a police matter. According to a July 2007 investigation, Reasons was warned by police not to continue sending unsolicited letters, e-mail and telephone calls to a woman he had met during a community function.
The woman said she feared for her safety after Reasons had continued trying to start a personal relationship after she had moved to a new residence.
Reasons ended the contact after the police intervened, the report said.

I would like to apologize to the owners and employees of the three convenience stores in Milltown: Mini Mart, Jr Food Mart, and Allen's Grocery. There are definitely dress codes in all stores in Milltown. It was an arrogant comment made in anger.
I would like to apologize to the management and employees of the All In One store. When I went in their front door I had no intention of disrupting their normal business routine.
I would like to apologize to all the residents of District H in East Dyersburg. I definitely brought this embarrassing and politically devastating situation upon myself through careless disregard of the rules of polite society.
I would like to apologize to my fellow Dyer County Commissioners for the bad press I have brought onto Dyer County government.
I definitely, DEFINITELY, did not intentionally expose myself in a public place.
Politics is a dirty nasty game. But since 1865, we Americans, for the most part, have settled our political differences without violence.

I have never gone to the store or anywhere in my night clothes or bathrobe and would never and especially wearing nothing underneath.
You should know better. You may be 64 but you are not senile or are you? You need to think about the the example you should be setting , epecially in Milltown where there are many teens growing up there. Standards should be higher than this from a man in your position.

Going out of your house in a bathrobe,especially with nothing on underneath is not a good idea. Regardless if your intentions are innocent or not.Not sure if the video cameras could be viewed legally since the clerk did not file a criminal summons against Reasons.But that would tell the tale if he was indeed exposing himself.
It seems Dyersburg needs to have a dress code posted throughout the city for all to see. My family and I were in Dyersburg Mall this week and a woman was in there wearing what appeared to be boy cut underwear. I am not talking about the short shorts that some women wear.About 3/4 of both of the womans butt cheeks was exposed, my 6 and 7 year old saw this and it was just an embarassing situation. It seems alot of people are having problems with dressing properly.
Bathrobes are not for wearing outside, must less in a public place, no one whats to see that.What was you thinking? Or were you?

If you will read it states he allegedly exposed himself...now if this were true they would have taken him to jail immediately. You convict a man for RAPE, when you don,t even know what RAPE is defined as in your own STATE, but you just laugh at this man, when could have just as easily exposed himself to a juvenile by mistake.
