Treatment ordered for man arrested after indictment

A Newbern man must get mental health treatment and submit to other conditions if he is to remain free while federal charges are pending.

Federal prosecutors sought Wednesday, Aug. 13, to revoke Rosaire Michael Dubrule's bond or to place additional conditions on his release.

Dubrule, 60, 850 Dan Willis Rd., was indicted by a federal grand jury a year ago. He faces 48 counts of conspiracy to distribute prescription medicines considered controlled substances and one count of criminal forfeiture. He posted a $20,000 bond on Aug. 22, 2007, and was released with the condition that he not commit any other offenses.

Before his federal case could be resolved, though, Dubrule incurred additional state charges. He was arrested June 6 after blasting past the Dyersburg police chief and leading other law enforcement officers on a high-speed chase that ended at the Tennessee Highway Patrol office. Dubrule was charged with driving while intoxicated, violation of the implied consent law, reckless driving, evading arrest and resisting arrest.

Dubrule also was cited Wednesday with criminal trespassing for entering restricted areas at the FedEx building on Brewer Road on June 5. He reportedly was looking for one of his weekly packages from a pharmaceutical company in Illinois. Dubrule, who used to operate a clinic, lost his Tennessee medical license in 2005.

His Dyersburg arrests and several reported incidents of strange behavior encouraged federal officials to reconsider Dubrule's freedom.

U.S. Magistrate Judge Tu M. Pham agreed Wednesday to impose additional conditions on Dubrule's release on bond in federal court. In addition to obeying all laws, Dubrule is required to:

* Undergo medical or psychiatric treatment and/or remain in an institution.

* Refrain from possessing firearms, ammunition, destructive devices or other dangerous weapons.

* Refrain from excessive use of alcohol.

* Refrain from using or possessing any narcotic drugs or prescription drugs or other substances without prior written approval of the pretrial services officer.

* Submit to drug screenings.

* Participate in an electronic monitoring program.

* Stop driving.

* Report to his pretrial services officer.

While requesting these conditions, Assistant U.S. Attorney Joe Murphy also cited comments Dubrule had made since being released on his federal bond.

In April, Dubrule wrote a letter to the Tennessee Department of Health complaining about the proceedings in which he agreed to the suspension of his medical license. He wrote: "You claim to have read the record on this case. I have already complained to the transcriptionist and court officers that the Sept 1, 2004 has critical omissions. What is there is shocking. On page (unreadable) is part of the testimony about the stock market securities con game which was realized in only 30 days when Merck corporation suffered a contrived loss of 1.6 BILLION dollars in one day. Of greater interest to the public however will be the coverup of deviant sexual assault against children to cover up theft of privilege."

After his June 6 arrest, Dubrule was taken to the hospital, where officers planned to obtain a blood sample. Dubrule complained about chest pain but refused any medical treatment other than an EEG. Murphy quoted from the police report: "While at the hospital, Dubrule spoke openly about the government trying to kill him and that he was a world famous physician. Dubrule also went into a tyraid (sic) about how hurricane Katrina was caused by the government and that Jewish people were responsible for destroyed the (sic) dams in New Orleans."

Dubrule is scheduled to appear Sept. 15 in Dyersburg city court and Sept. 25 in U.S. District Court in Memphis.

Dubrule's wife, Kim Dubrule, also faces one count of conspiracy to distribute a controlled substance and one count of criminal forfeiture. The federal government wants to confiscate an estimated $4 million in proceeds from the Dubrule's alleged prescription fraud. For collateral, the government is holding gold, silver and collectible coins and collectible sports memorabilia seized from various safety deposit boxes in the Dubrules' names.

Rosaire Dubrule qualified as a candidate in the Aug. 7 Democratic primary and sought the seat vacated by state Rep. Philip Pinion. He received a total of 27 votes in Dyer, Obion and Lake counties.

THE LOCAL POLICE HAD TO COME AND PUT A STOP TO THINGS,BUT THEY DIDN'T DO ANYTHING ABOUT IT BECAUSE HE WAS A DOCTOR. HE ALWAYS PACKED A LARGE CAL. PISTOL DURING BUSINESS HOURS AND GOT REAL HATEFUL WITH HIS CUSTOMERS THAT WERE SIMPLY WAITING TO SEE HIM. THIS KIND OF THING WAS A REGULAR OCCURANCE. HE ALWAYS NEEDED TO FIND ANOTHER LINE OF WORK. I GUESS NOW HE HAS NO CHOICE. IT SEEMED TO ME HE WAS TAKING HE OWN DRUGS AND I'M SURE KIM WAS. THERE WAS DRAMA ALMOST EVERYTIME YOU WENT IN THERE. NO PROFESSIONALISM WHAT SO EVER. NOT TO MENTION HIS DIRTY SURGICAL TOOLS AND HE ALWAYS BOUGHT HIS BAND-AIDS OR TOPICAL MEDS, OFF BRAND Q-TIPS AT THE DOLLAR GENERAL STORE, OFF BRAND INVENTORY WAS IN EVERY EXAM ROOM. IF YOU HAD TO GIVE A URINALYSIS, YOU USE A STYROFOAM COFFE CUP AND LEFT IT ON THE COUNTER THAT SAYED THERE UNTILL HE DECIDED TO GET AROUND TO IT. THERE WERE OTHER THINGS I DON'T THINK I HAVE ROOM TO TALK ABOUT IN THIS SECTION.

JUST LOOK AT THE COURT RECORDS, FINES ,AND TIME MOST DRUG DEALERS GET IN DYER COUNTY .YOU WILL BE SAYING ..........HE'S BAAAACK!

This man just needs to be locked up no matter how much money he has if he even has any, and who in the world would vote for him for anything he tries to run for...
