The Tennessee Emergency Management Agency received an emergency request from Kentucky Emergency Management for communications support, due to the fact that Hickman/Fulton County had no telephone service, water, sewer or electricity. Emergency responders in the area were also having difficulty establishing public safety communications.
TEMA contacted Dyersburg 911 Manager Mark Grant, who assembled a response team from Dyer County. Grant, Dyersburg Fire Department Capt. Rusty Hilliard, Newbern Police Department Capt. Jim Richards and West Tennessee Communications support staff Chuck Asa and Rich Summers deployed Dyer County's mobile 911 communications center to the Fulton County Emergency Operations Center.

The storm caused millions of Arkansas, Tennessee, Missouri and Kentucky residents to loose major services including electricity, water, sewer and cell phones. A week later, hundreds of thousands still have no basic services.
