Tip leads deputies to suspect in aggravated rape case

Jay Earl Haynes was arrested Friday, July 3, on charges of aggravated rape and violation of probation. At the time of his arrest, Haynes was on the TBI's sex offender registry for a rape conviction in 1987 and an aggravated sexual battery conviction in 1996. He is being held in the Dyer County Jail with bond set at $1 million.

Dyer County Sheriff's deputies have apprehended a Dyer County man wanted on charges of aggravated rape and violation of parole.

Jay Earl Haynes, 48, 286A Highway 210, Dyersburg, was arrested Friday, July 3, at approximately 10:30 a.m. at the Hilltop Grocery in RoEllen.

His arrest was in connection with an aggravated rape that occurred last weekend.

In the Friday, July 3 edition of the State Gazette an article ran with a picture of Haynes and stated sheriff's deputies had a warrant out for his arrest and were asking for the public's assistance in locating him.

"Deputies received a tip from someone about Haynes' location," said Dyer County Sheriff Chief Investigator Terry McCreight.

After deputies arrived at the scene, Haynes was taken into custody without incident.

Haynes is on the Tennessee Bureau of Investigation's sex offender registry for a rape conviction in 1987 and an aggravated sexual battery conviction in 1996.

Haynes is currently incarcerated in the Dyer County Jail with his bond set at $1 million.

I want to Thank the Citizen that notified the Sheriff's Department on the where abouts of this man.You have proved there is still good and honest people in the world. Now if only the Judicial System will keep this EVIL WASTE behind bars the World will be a much better place. Or better yet strap him down on the Courtyard lawn and allow his victims to torture him how they see fit.(I'm sure they would have a few ideas).

Lets see. 1987, 1996, 2009, So the public is safe from him for another 10 years. Guys like this should be on a 3 strikes your out program. So we can be assured now with the way the laws are he'll be out in another 10 years. Look out in 2019.

He takes after his brother, he served time for rape also. Another brother beats women, been charged many many times. The whole Haynes family is perverted
