Company seeks permit for barge mooring

The U.S. Army Corps of Engineers is seeking public comments on a plan to moor as many as 78 barges on the Mississippi River near Heloise in Dyer County and Cottonwood Point in Missouri. Memphis Marine Services is already mooring barges there, but has asked the Corps to issue a permit under Section 10 of the Rivers and Harbors Act of 1899.
