Vicious, neglected dogs crowding animal shelter

Nearly half of the dog pens at the local animal shelter are occupied by animals that cannot be adopted. They're inmates - caught up in the court system. Eleven are victims of neglect. Nine more are considered vicious: most having either bitten someone or attacked another dog. Another five or six dogs have been taken into custody in anticipation of charges against their owners...
