Clara Ruth McElrath, 61, of 425 Roberts Ave., was released from police custody on Monday when she appeared before Judge Lyman Ingram in Dyersburg City Court. McElrath had been arrested on Saturday evening on charges of aggravated assault. City board agrees to tax freeze

The Dyersburg Board of Mayor and Aldermen agreed to a tax freeze for five years on any commercial building projects in the downtown area where developers make an investment that is at least half the appraised value shown on the tax rolls. The property in question must be within the approved sphere of the Downtown Dyersburg Development Association and before a tax abatement can be granted a certificate of occupancy must be issued.
